Business Analyst & Architect

Under the direction of the Deputy Director of Business Analysis, the Eligibility, Enrollment, Case Management Business Analyst will lead the Business Analysis (BA) activities throughout assigned Program Area lifecycle.  Within the assigned Program Area, they will supervise a team of Business Analysts and manage their assignments, providing guidance on methodology, process and tools while adhering to internal controls.  This BA is expected to evaluate the work of individual BA staff in their ability to create assigned artifacts that adhere to the project’s expected level of quality and velocity.

Required Background Check: Mandatory ITS Security Agreements and Fingerprint-based Background Check. All Contractors will sign NDA (non-disclosure agreement) and schedule fingerprinting upon initiation of the engagement.

Required Job Duties:

  • Manage team of Business Analysts and assignments within the Program Area.
  • Lead Program Area activities related to as-is and to-be requirements elicitation, analysis, documentation, and design.
  • Liaise with various stakeholder groups, including but not limited to executive teams, program managers, subject matter experts (SMEs), and end-users, to collect, document, review, and obtain feedback on relevant business processes and requirements.
  • Collaborate with internal IES teams including the PMO, BA, Quality Assurance, Technology, and Executive Leadership teams to ensure system requirements are documented clearly and according to project artifact standards, feasible, testable and are within approved project scope boundaries.
  • Lead staff in adherence to internal controls leveraging the Business Team Center of Excellence (CoE), prescribed tools, and standards.
  • Provide input, evaluate, and adhere to project timelines and priorities.
  • Assist in reviewing vendor work products.
  • Keep management informed of progress, issues, and risks.
  • Develop a deep understanding of the business processes and system solutions within IES.
  • Perform full range of supervisory responsibilities and manage blended teams of state and vendor resources. 
  • Create an environment where staff is motivated and energized to high performance.

 Required Qualifications:

  • Seven years of experience in business analysis of large, complex information technology projects spanning state and local systems.
  • At least three years must have included supervisory or two years managerial experience.  
  • IIBA certification of CBAP or CCBA

Preferred Qualifications:

  • Bachelor’s degree in information technology or business administration.
  • Experience in Health & Human Service programs (examples: Medicaid, SNAP, HEAP, PA, Child Care, and Child Support).
  • Experience using Blueprint Requirements Management Tool or equivalent tools such as JIRA, HP ALM.
