Project Manager

Primary Responsibilities, and Minimum and Preferred Qualifications:

What skills are needed to be successful in this role?

  • Strong project management skills and the ability to successfully multi-task, set priorities and meet deadlines in a fast-paced environment;
  • Project and contract management: manage scope, schedule and budget of project agreements and other program support agreements;
  • Outstanding external and customer communications (written and verbal) skills;
  • Ability to coordinate with other departments to support projects and development or refinement of strategies and processes;
  • Must be a self-starter and function well independently and in teams;
  • Must be a high level Microsoft Excel user, and be able to perform Pivot tables, advanced formulas, and advanced data analysis of complex data sets

Are there any specialized skills that must be present for the position to be successful:

• Experience with energy efficiency retrofits in multifamily buildings; preferred candidates will have experience with continuous commissioning, commissioning, retro-commissioning, and energy efficiency improvements in   regulated affordable/LMI housing;

• Candidates with experience with heat pump retrofits, heat pump system commissioning, and energy performance monitoring will be preferred;

• Understanding of energy efficiency technologies applicable to multifamily buildings; and

• Understanding of HVAC system monitoring, data collection, and data analysis.

Certifications and qualifications, including education/degree:

 A Bachelor's degree in Business, Industrial or Management Engineering

• Bachelors required; degree in engineering, building sciences, or related field preferred; Masters degree a plus but not required

• Sustainability/energy efficiency/building science certifications a plus but not required (including but not limited to: LEED, MFBA, CEM, PHI/PHIUS, CMVP, etc.)

 IT systems that will be used:

• Microsoft Word, Excel, PowerPoint, Outlook

• Software and tools used in the Multifamily Performance Program o client CRIS project management database, o NEIS financial and contract management platform, o SharePoint.

• Knowledge of Salesforce a plus

Tasks:

  • Assist with management of the Affordable Housing Agency Partnership existing building electrification pipeline including, but not limited to:
  • Managing the 'Project monitoring' initiative and contractor team.
  • Communicate with building owners and project teams to ensure that projects deadlines are met, deliverables are submitted, and to collect feedback on the program.
  • Enter project data and deliverables into client project management platforms.
  • Identify potential issues with projects and communicate them to client staff along with recommended solutions.
  • Suggest improvements to program and project management processes.
  • Work with client staff and contractors to establish proper project management/tracking processes and protocols.
  • Assist with writing RFPs and coordinate with client contract management and legal teams on issuing RFPs and awarding winning respondent(s).
  • Manage contracts for Affordable Housing Agency Partnership initiatives.
  • Write narratives and compile PowerPoint presentations on client affordable housing programs and, if needed, present on said programs at meetings, conferences, and events.
  • Analyze program data to create pipeline reports, assist client staff with reporting on program performance, inform program update and improvements, and inform the development of other client initiatives.
  • Perform other duties as assigned that contribute to the outcomes of the Multifamily team.

Has acknowledged expertise at conceptual level of technical skills and knowledge in at least one program area. Has basic understanding of State energy/environmental economic development issues.

Creativity in Project & Program Development:

Has developed and managed projects with little specific direction. Develops new projects and co-funding sources with own initiative. Carried out development of several projects through competitive solicitation phase that may or may not result from own initiative. Has provided ideas and rationale for program development in at least one technical area.

Organization Skills & Productivity:

Has demonstrated ability to implement projects in a timely manner. Demonstrates the capability to manage all aspects of on-going projects with no supervision. Is able to prioritize workload with other responsibilities. Effectively discharges general technical and project management assignments in a timely manner. Demonstrates strategic thinking connected to the organization’s goals.

Leadership / Interpersonal Relations / Judgement:

Has demonstrated ability to effectively head working groups or program teams. Provides guidance to junior staff when appropriate and can supervise the day-to-day work of interns. Has full confidence of peers and superiors. People skills have developed to show leadership and an ability to motivate others.

Communication Skills & External Relations:

Has demonstrated ability to produce both written material and verbal presentations that are direct, recognize and focus on issues, are both comprehensive and concise and require editing only in most sensitive and complex areas. Is able to negotiate effectively with contractors and interface effectively with customers and other outside contacts. Has demonstrated ability to prepare and present papers at professional meetings, seminars and conferences.
